I saw this in a flyer for the Billerica Holiday Festival. Seriously, how does this even happen? Why didn't they put an apostrophe in "Charle's" too?

Actually, the misplaced punctuation is the second quotation mark. Apparently, this Charles Dicken fellow (whoever he may be) has his own Bennett Library & Cultural Center. (Presumably, there you can read the works of Charles Dickens.)

So that's where the apostrophe in my name went to. I told every company who had me in its database to restore the apostrophe it dropped from my surname. The apostrophes must have run amok!

Because Charle's name ends in a vowel. The rules of euphony dictate no apostrophe there. Words ending in consonant's are different of course.
